US East Coast Operations
Cargo Acceptance Guidelines Update - 9/23

*(Revisions made September 23, 2024 highlighted).*

Dear Valued Customers,

We would like to inform you of the proactive measures Ocean Network Express (ONE) has implemented to mitigate any potential impact to your cargo in light of the anticipated disruption to East and Gulf Coasts services starting Tuesday, October 1, 2024, due to a potential strike action (port disruption).

NA Exports via U.S. East Coast and Gulf Coast:

If the strike occurs, all U.S. East Coast and Gulf Coast export bookings for sailings on or after September 30 will be impacted. Booking adjustments, including rolls to other vessels or cancellations, may be needed, beginning with vessels during the week of September 22, 2024.

  • New Export Bookings:
    • ONE will continue to accept Coastal bookings for Dry cargo.
    • Acceptance of new refrigerated bookings from coastal locations are paused for vessels departing on or after October 1, 2024.
    • ONE will continue to accept rail cargo until further notice, exception: inland dangerous goods and refrigerated bookings will not be accepted for vessels departing on or after October 1, 2024.
  • Demurrage:
    • Coastal locations: ONE will follow terminal policy.
    • Inland locations:  ONE does not charge demurrage at rail locations.
  • Detention:
    • Coastal locations: ONE will stop the clock should a port disruption occur.
    • Inland locations: ONE will charge detention as per standard process as long as the rail carrier accepts the export loads.  ONE will not charge detention for containers where the rail carriers have stopped accepting export loads.  Rail carriers’ receiving schedule is per Customer Advisory #3.

NA Imports via U.S. East Coast and Gulf Coasts:

ONE encourages customers to pick up their import cargo prior to September 30, 2024. Ports are advising reefers may or will not be monitored while ports are closed during the port disruption. (Please refer to the appendix for weekend gate availability information.)

  • Current bookings:
    • There may be necessary vessel rotation changes. ONE will contact any customers affected by these for necessary action.

  • New Import Bookings:
    • Transpacific and Transatlantic Trade
      • ONE will continue to accept local and inland bookings and will adjust as needed.
    • Latin Trade
      • On the FLX service:
        • All cargo from Latin America will be declined for vessels Martinique 0006N and Cape Hellas 0002N.
        • All perishable and hazardous bookings from Latin America will be declined until further notice.
      • On the ANG & AN2 services:
        • All cargo from Latin America is restricted until further notice.
  • Demurrage:
    • Coastal locations: ONE will follow terminal policy.
    • Inland locations: ONE will continue standard policy.
  • Detention:
    • Coastal locations: ONE will charge detention based on empty return availability at the depots.
    • Inland locations: ONE will charge detention as per standard policy.
  • Change of destination (COD):
    • COD requests are accepted per our standard process but subject to availability.

ONE is closely monitoring developments and will provide updates to ensure you remain informed of any changes to your service. ONE will continue to update with the latest information as available.

If you have any immediate concerns or require additional information, please contact your sales account representative or our Cargo Management Teams.

Sincerely,

Ocean Network Express (North America) Inc.
