Cargo Acceptance Guidelines Updates - Jan 3

 

Dear Valued Customers,

We are preparing for possible labor disruptions on the United States East and Gulf coasts when the agreement between the United States Maritime Alliance, Ltd (USMX) and the International Longshoremen's Association, (ILA) expires on Wednesday,  January 15, 2025.

Ocean Network Express (ONE) has established the following proactive measures to mitigate the potential impact to your cargo.

 

NA Exports via U.S. East Coast and Gulf Coast:

If a disruption occurs, all U.S. East Coast and Gulf Coast export bookings for sailings after January 15, 2025 will be impacted.  Booking adjustments, including rolls to other vessels and cancellations, may be needed.  

  • New Export Bookings: 
    • Acceptance of new refrigerated and dangerous goods bookings are paused for vessels departing on or after January 8, 2025. 
    • ONE will continue to accept non-dangerous, dry bookings until further notice.
  • Demurrage:
    • Coastal locations: There is no plan at this time to charge demurrage as long as the container is gated in on/after ERD as per ONE’s standard policy. 
    • Inland locations:  ONE does not charge demurrage at rail locations.
  • Detention:
    • Coastal locations: ONE will stop the clock upon terminal work stoppage. 
    • Inland locations: ONE will charge detention as per standard process as long as the rail carrier accepts the export loads.  ONE will not charge detention for containers where the rail carriers have stopped accepting export loads.  

 

NA Imports via U.S. East Coast and Gulf Coast:

ONE encourages customers to pick up their import cargo by January 15, 2025.  Live reefer containers are potentially at risk during port disruptions.  

  • Current bookings: 
    • There may be necessary vessel rotation changes. ONE will contact any customers affected by these for necessary action. 
  • New Import Bookings: 
    • Transpacific and Transatlantic Trade   
      • ONE will continue to accept coastal and inland bookings and will adjust as needed. 
    • Latin Trade 
      • Hazardous bookings are suspended until further notice.
      • Will continue to accept non-dangerous, dry bookings until further notice.
      • Live reefer bookings will be subject to restrictions for the FLX vessel CMA CGM Pregolia 009N and the ANG vessel MSC Phoenix 2445N.
  • Demurrage:
    • Coastal locations: ONE will follow the relevant terminals and stop the clock upon terminal work stoppage. However, ONE reserves the right to revise this policy if the terminal changes its policy.  Some terminals may continue to assess demurrage on containers that are already past the free time at the time of a disruption; it is critical that customers pick up their import cargo as early as possible.
    • Inland locations: ONE does not charge demurrage at rail locations. However, standard rail demurrage is expected to be charged by the railroad providers directly to the customers. Please refer to the railroad providers’ website for costs.
  • Detention:
    • Coastal locations: ONE will charge detention based on empty return availability. The clock will stop for locations where empty return is not available.
    • Inland locations: ONE will charge detention based on empty return availability. The clock will stop for locations where empty return is not available. 
  • Change of destination (COD): 
    • COD requests are accepted per our standard process, but subject to availability.

ONE will provide updates to ensure you remain informed of any changes to your service. We will continue to update you as relevant news becomes available.
